CYSA Referee Abuse Policy & Code of Conduct

Respect the Game. Respect the Officials.

At CYSA, we are committed to fostering a safe, respectful, and positive environment for all participants, including players, coaches, referees, and spectators. To uphold these values, we are aligning with the U.S. Soccer Referee Abuse Policy (RAP) and reinforcing our own Parent and Spectator Code of Conduct.

Starting March 2025, stricter penalties for referee abuse—both physical and verbal—will be enforced at all CYSA-sanctioned matches.

Clear Rules & Consequences For A Winning Experience

U.S. Soccer is standing firm to protect referees and restore respect to the game. The updated policy includes stronger sanctions for any form of physical or non-physical abuse towards referees. We encourage every player and coach to learn what behaviors cross the line, so they can avoid penalties and help create a better culture for the future of soccer.

  • Hate speech or discrimination: Remarks based on race, gender, national origin, sexual orientation, disabilities, or any other legally protected characteristic.
  • Cyberbullying and harassment: Online behaviors such as doxing, spreading false information, or publicly ridiculing referees.
  • Persistent questioning or intimidation: Challenging a referee’s decisions in an aggressive or demeaning manner.
  1. Any reported violations of this code of conduct will be reviewed by CYSA’s disciplinary committee.
  2. Violators may face penalties including verbal warnings, removal from the venue, temporary or permanent bans from attending matches, and further disciplinary actions as necessary.
  3. Immediate suspensions may be imposed for severe misconduct, pending a formal review.
  1. Any incidents of misconduct should be reported to CYSA officials within 48 hours.
  2. Reports should include details of the match, individuals involved, and a description of the incident.
  3. The disciplinary committee will review reports and determine appropriate actions within 30 days of receipt.
